The San Diego Model was a strategy that was created by the Christian Right after Social Conservatives caused an upset in the local government, winning 60 out of 90 seats, by using this strategy.
It was the birth of Stealth Conservatism, Steve Baldwin was involved in it.

2. Voter turnout tends to be relatively low, and...
3. The absolute number of voters involved in most elections of this type is also small.
When Extremist Social Conservative use this strategy, it may be possible for them to win in the local government.
